Some months ago it was the topic of friendly discussion between the acting Sentinant Governor, the Colonial Secretary, Attorney General and myself, (and if I remember rightly I also referred to the Acting Chief Justice), whether Colonial Legislation could be properly applied to the correction of undetected evils. The result was a conclusion that on the whole it was not then desirable to interfere by Ordinance - (as far as I recollect I suggested that the matter should be referred home). Nothing that I am aware of, throwing any new light on the question has occurred since that time, but on the instant, just at the moment when the pressure of business is heaviest, and we are closing matters, the Draft Ordinance dated 18th May was brought to me for approval – It was the first notice I received of any Ordinance.
